CAR ALLOWANCE REBATE SYSTEM SIGNED INTO LAW, MOVING PARTS COMING INTO PLACE
President Obama signed the Car Allowance Rebate System (CARS) into law this week.  Within 30 days of June 24, and most likely no earlier than that, the National Highway Traffic Safety Administration (NHTSA) will implement the logistics for dealers and consumers to participate in CARS.

AIADA is working closely with NHTSA and the other auto associations to assist in a quick implementation process; however, because of the specific nature of the CARS program and its requirements, AIADA cannot recommend that dealers provide customers $3,500 or $4,500 rebates in anticipation of being reimbursed after the official start date.

While the final rules are still being developed, we know you all are anxious to make sure you are a "registered" dealer.  This process has not yet been completed.  Be on the lookout for requests for information from your OEM to help the registration process run smoother.  When final steps for registration are in place, we will let you know.

OBAMA SAYS HE MAY SUPPORT KORUS FTA,
MUST RESOLVE BEEF AND AUTOS FIRST

President Obama and South Korean president Lee Myung-bak recently met to discuss the pending U.S.-South Korea free trade agreement.  After their dialogue, Obama expressed tentative his support for the pact.  He said that resolving outstanding issues is necessary for congressional action, and while Obama did not indicate a timeline for consideration, he pledged to work with Lee "to chart a way forward" for the FTA.

In a press conference held after their meeting, Obama reiterated the importance of resolving issues he said still exist on both sides – referring to Korea's hesitance over beef imports and the U.S. notion that there may not be "sufficient reciprocity" with respect to autos.
